Strengthening the role of Asharqia Chamber in a changing economic landscape

The Challenge

As economic activity in the Eastern Province accelerated under Vision 2030, expectations placed on Asharqia Chamber increased. Beyond its traditional role, the Chamber was expected to play a more active part in supporting private-sector growth, diversifying revenue streams, and delivering greater value to its members while operating within an evolving regulatory environment. Meeting these expectations required sharper strategic focus, stronger governance, and clearer alignment between purpose, leadership, and execution.

The Transformation

Asharqia Chamber engaged CDS to redefine its strategic direction and strengthen its institutional setup, with a focus on aligning purpose, strategy, and governance with national economic priorities.

Key elements of the transformation included:

  • Purpose and strategy redesign: Review and redesign of the Chamber’s vision, mission, values, and strategy to align with Vision 2030 and the Eastern Province’s economic development agenda.

  • Governance design: Redesign of Board-level governance mechanisms to enhance oversight, clarify roles, and support effective decision-making; this also covered redesigning the role and scope of sectoral committees.

  • Leadership assessment: Assessment of key executives and managers to ensure leadership capabilities were aligned with the Chamber’s renewed mandate.

Building the Foundations

To ensure the new strategic direction could be executed and sustained, CDS supported the Chamber in putting in place the enabling structures and mechanisms required for implementation.

This included:

  • Execution planning and PMO setup: Development of a clear execution plan and PMO structure to manage implementation, track progress, and close gaps between the current state and the target position.

  • Management and HR mechanisms: Strengthening of management and human resources mechanisms to support accountability, coordination, and continuity across the organization.

The Outcome

With a clearer purpose, stronger governance, and disciplined execution mechanisms in place, Asharqia Chamber enhanced its ability to allocate resources to high-impact activities, diversify revenues, and deliver greater value to its members. The Chamber emerged better positioned to support the Eastern Province’s private sector and contribute effectively to the Kingdom’s Vision 2030 objectives.
